Jubilee USA Transition Policy Recommendations

December 3, 2008 | Jubilee USA Network has developed policy recommendations for the Obama transition team. These recommendations have been submitted to the Obama transition team for their consideration.

The recommendations in the attached document are mainly directed at the US Department of Treasury / International Affairs division. The issues addressed in the document include: policy towards multilateral development banks and the IMF, poor country debt relief, and sustainable and responsible lending policies for poor countries.

The recommendations in the attached document are endorsed by a wide range of non-governmental organizations and religious institutions, including Africa Action, American Jewish World Service,  Church World Service, Concerned Africa Scholars, The Episcopal Church, the Evangelical Lutheran Church in America, the Institute for Policy Studies – Global Economy Project, the Leadership Conference of Women Religious, the Maryknoll Office of Global Concerns, Mennonite Central Committee, Micah Challenge, the NAACP, the Presbyterian Church USA, Rainbow/PUSH Coalition, Results, Sojourners, TransAfrica Forum, United Church of Christ Justice and Witness Ministries, and the United Methodist Church Board of Church and Society.

FREQUENTLY ASKED QUESTIONS ON THE JUBILEE ACT: HOW MUCH WILL IT COST?  Wondering how debt cancellation can be financed?  This fact sheet offers: (1) an overview of the amount and types of debt that would be cancelled under the provisions of the legislation; (2) an initial assessment of the costs of the proposed debt relief to the United States and international institutions; and (3) a suggestion of means through which the financing could be provided (though the legislation itself does not specifically detail how the measure would be financed). VULTURE FUNDS: COMPROMISING THE GAINS OF DEBT CANCELLATION While the international community was extending debt relief to some impoverished countries, a new form of business emerged with the purpose of speculating in and profiteering from poor country debt in default. This new business by so-called “vulture funds” comes at the expense of the citizens of these indebted countries as well as taxpayers in countries like the United States, who have been supporting, in part, the cost of debt relief.
