Jubilee USA Network calls for cancellation of odious and illegitimate debts wherever they exist. These so-called debts must be declared null and void as a matter of law and justice. 

Regarding future lending, Jubilee calls on creditors to take responsibility in lending and to refrain from loans that they know are being stolen by corrupt government officials to fund projects that do not benefit the population or to purchase arms.

Both creditors and borrowers are responsible for transparent lending that is accountable to the needs of ordinary people.

In light of the environmental and social damage done in the South at the hands of illegitimate debt, Jubilee USA Network poses the question, who owes whom? In placing the burden of responsibility fairly and proportionally on the creditors, the cancellation of odious and illegitimate debt is merely the initial step and foundation of a transformed relationship needed between the North and South.
