Pope Prioritizes Need for an Economy that Includes Poor, Archbishop Says

"Archbishop Roberto Gonzalez Nieves of San Juan, Puerto Rico, described how the country's debt crisis continues to plague the island. He said that despite passage in July of a bill by the U.S. Congress allowing for the restructuring of the island's $72 billion in debt, schools continue to close, health care options are reduced and infrastructure is being ignored.

'Puerto Rico and its creditors need to work together and find a way for Puerto Rico to pay back without placing a huge burden on the poor,' Archbishop Gonzalez said."

"The USCCB was essential to the passage of the ​Puerto Rico Oversight, Management, and Economic Stability Act​, or PROMESA, legislation that set up a fiscal control board to help restructure the island government's debt. And, most especially, they fought for and won an amendment that charges the control board, by statute, with ameliorating childhood poverty on the island, which is near sixty percent. 'The U.S. Conference of Catholic Bishops and the leadership‎ of Archbisop Wenski were amazing,' says Eric LeCompte, executive director of JubileeUSA, which also pulled out all the stops to pass the legislation. 'It was their efforts that allowed members of Congress to understand that more than a financial crisis, we were dealing with a humanitarian crisis. When members of Congress were unsure of how to move forward, Catholic bishops and partners like Catholic Charities played pivotal roles. It's interesting to note that many of the decision makers that facilitated a solution are Catholic.'"

Puerto Rico Rescue Bill Clears Congress Days Before Debt Cliff

"'There can be no economic growth in Puerto Rico until the debt is restructured, so the legislation is an absolutely essential first step,' said Eric LeCompte, executive director of Jubilee USA, a network of mainly religious advocacy groups focused on global debt relief. 'But I think in terms of the real issues facing the island, we are just getting to the end of the beginning. This is not the beginning of the end.'

In the near term, LeCompte said, the appointments to the oversight board will have significant bearing on Puerto Rico’s path forward. Over the longer term, the island faces bigger questions about how it can reverse its economic decline and whether to revisit its status as a U.S. territory."
